⮞UK apprenticeship levy funds training for employees of all levels
The UK apprenticeship levy funds
training for employees of all levels, including both new and existing staff.
Employers with a payroll over £3 million pay the levy, which can be used to
fund apprenticeships from entry-level to higher education, such as advanced
engineering or social care. Funds can be accessed through the Digital
Apprenticeship Service to pay for apprenticeship training and assessments, and
any unused funds can be transferred to other employers.

⮞Norway Upskilling grants let adults validate
prior skills for career growth
Norway provides grants and funding for adults to validate
prior skills for career growth through programs like the Tripartite
Sectorial Program for Skills Development and the Skills Plus
program. These initiatives, part of the broader "Learning throughout
life" skills reform, collaborate between the government, social partners,
and educational institutions to offer tailored training and facilitate the
recognition of non-formal and informal learning. Adults can also receive
support for the validation process itself, which may include guidance, and in
some cases, loans and grants for further education based on prior learning.
(UNESCO, 2023)
⮞Sweden study leave law allows employees
to take time off for education.
Swedish study leave law, found in the Employee's
Right to Educational Leave Act, allows employees to take time off for
education. To be eligible, an employee must have worked for the same employer
for at least six consecutive months or a total of 12 months within the last two
years. The leave can be full-time or part-time and does not need to be directly
related to the job, but the education must be systematic and have a
knowledge-imparting purpose.

HUMAN CAPITAL
THEORY
Human Capital Theory emphasizes that investing in employee skills increases productivity and organizational performance.
(Becker, 1964)
Employees who are trained, skilled, and supported become more
valuable assets for the company.
The UK Apprenticeship Levy and Sweden’s upskilling programs show
how investing in people creates a stronger workforce and competitive advantage.
